At the beginning of each end step, each player shuffles all exiled cards they own into their library. Then, Nodlef's Staff's owner puts it on the bottom of their library.
Withhold - As long as you own seven or more cards in exile, shuffle all cards in graveyards and in exile into their owners' libraries instead.
