Noxious Rotting

At the beginning of each upkeep, put a -1/-1 counter on each creature, then Proliferate
(You choose any number of permanents and/or players with counters on them, then give each another counter of a kind already there.)
At the beginning of each end-step if you
were dealt damage by a creature, destroy Noxious Rotting.
