Noxious Scarecrow has wither as long as you
control a green creature.
Noxious Scarecrow has persist as long as you
control a black creature.
When this creature dies, put a -1/-1 counter on
each non-artifact creature on the battlefield.
I guess that's one way to get rid of pests.
