Nute Gunray

When Nute Gunray enters the battlefield and at
the beginning of each upkeep, put an extortion
counter on target creature an opponent controls.
Creatures with extortion counters on them get
-2/-0. An opponent may remove an extortion
counter from a creature he or she controls at any
time. When an extortion counter is removed this
way, you gain 3 life.
Persist (When this creature dies, if it had no -1/-1
counters on it, return it to the battlefield under its
owner's control with a -1/-1 counter
