When Oath of Badly Drawn Joseph enters the battlefield, tap or untap target permanent. If a creature is tapped this way, its controller discards a card.
During each opponent's upkeep, that player exiles the top X cards of their library, where X is the number of planeswalkers you control. Then, you gain X life.
