As long as you have exactly eight cards in your hand —
• Permanents can't phase in.
• Whenever a card in exile would be returned to the battlefield, unless a player pays {3} it isn't.
• The steps of beginning phases are taken in reverse order. (Players take their draw, upkeep, and untap steps in that order.)
