As Occupation of Theed enters the battlfield, choose Empire or Resistance.
Empire - At the beginning of your upkeep, target permanent an opponent controls doesn't untap during its controller's next untap step.
Resistance - Spells your opponents cast that target you or a permanent you control cost {2} more to cast.
