Student can attempt to steal a characteristic from another civilization
using the relevant supplemental item. When stolen, the characteristic can be built for
free in the new civ. When attempt is made to steal something, the student must roll a 6 or higher on a d12. If attempt fails, the attempting civilization loses RP equal to
what they were trying to steal.
