One, Ascendant Etherium

One enters the battlefield with a progress counter
on it.

Whenever you cast a spell with mana value equal to
the number of progress counters on One, copy that
spell. You may cast the copy without paying its
mana cost. Then, proliferate. (Choose any number
of permanents and/or players, then give each another counter of each kind already there.)
