Whenever you cast an instant or sorcery spell,
put a +1/+1 counter on Oscar.

Once per turn, you may cast target instant or sorcery spell with mana value equal to or less than Oscar's power from your graveyard. If that spell would be put into the graveyard this turn, exile it instead.
