Otar The Mad

When Otar the Mad enters the battlefield,
choose a card color, cards opponents cast of the
chosen color cost {1} more to cast.
When Otar the Mad attacks, choose a new color.
In life, Otar was a beloved Nordic chief, but
something corrupted his mind and drove him mad.
Unable to be defeated, he was locked away in a tomb
until a hero could stop him.
