Overflowing Dams

Players may cast nonland cards as though
they had flash.
At the beginning of each end step, if a
player cast an instant or sorcery spell during
an opponent's turn, that player loses 5 life
and discards a card.
At the beginning of each end step, if a
player cast a permanent spell during an
opponent's turn, that player sacrifices it.
