At the beginning of your opponents upkeep, they draw an extra card but have to exile a card from their hand.
{2}{b}: Target player exiles a card from their hand.
When Oyru, Oppressive Ruler dies, you may cast a card exiled by him without paying its mana cost. Then the owner of the cards exile by him may pay 1 life to return target card to their hand.
