is eight or higher, create a 8/8 blue legendary
creature Paedes Leviathan creature token with
haste, if this token was created when this creature
is attacking, enters the battlefield tapped and attacking. (Each {u} in the mana costs of permanents
you control counts towards your devotion to blue.)
