Whenever Palpatine, Master Manipulator enters
the battlefield or attacks you may goad up to {x} target creatures, where {x} is Palpatine's
toughness.
Whenever a creature you have goaded deals
combat damage to a player, you may put a +1/+1 counter on Palpatine and draw a card.
If Palpatine, Master Manipulator would be destroyed, return it to the battlefield transformed instead.
