Palpatine's Ploy

Whenever a creature attacks, each other creature
that player controls must attack this turn if able.
Whenever a creature attacks, it must be blocked
if able.
Whenever you are attacked, that creature's controller must pay {1} or remove that creature
from combat.
The war was merely a distraction. Palpatine's true intentions were much more sinister.
