Panic Attack

Attach to Target Creature. Target creature cannot attack, block, or use activated or triggered abilities.
Target creature's controller may tap creatures with combined power equal to or greater than the Target Creature's
toughness. If they do, remove Panic Attack
and tap Target Creature it was attached to.
