Panoramnesia

Whenever you draw a card, if it is the third card you have drawn this turn, return up to one target permanent card in exile to the battlefield with three Panoramic counters on it.
At the beginning of your upkeep, remove a Panoramic counter from each permanent you control. Then, if the last counter on a permanent you control it removed this way, exile it and discard three cards.
