At the beginning of each player's upkeep, if you control 3 or more Merfolk creatures you may untap up to one target Merfolk you control. Then you may tap up to one target creature.
Whenever a Merfolk you control becomes tapped, if it isn't being declared as an attacker, put a +1/+1 counter on target Merfolk.
