Path to Enlightenment

Split Second (As long as this spell is on the stack, players can't cast spells or activate abilities that aren't mana abilities.)
Each player searches his or her library for a permanent card with converted mana cost X or lower and puts it onto the battlefield. Then each player shuffles his or her own library.
