At the beginning of your upkeep, if Paul is on
the battlefield or in the command zone, gain a
Spice token for each Rebel creature you control.
Rebels you control gain "{x}, {t}: Search your
library for a Wurm or Rebel card with
mana value X or less, put it onto the battlefield,
then shuffle. You may pay any amount of Spice,
to reduce this cost by one."
