When Persistent Specter deals combat damage to
a player, exile target instant or sorcery spell from
your graveyard. If the spell has mana value 4 or
less, you may cast a copy of the spell without
paying it's mana cost. Otherwise, exile the top
card of your library and you may play cards exiled
this turn by Persistent Specter until end of turn.
