Persistent Thief

When Persistent Thief enters your graveyard due
to a Mill effect, you may return it to the top of
your library. If you do, you may move a counter
of your choice from a permanent your opponent controls to the same type of permanent that you control. If none of your opponent's permanents
have a counter, a creature of your choice cannot
be blocked until the end of your next turn.
