Persuasive Captain

Haste
{t}: Gain control of target creature with a
persuasion counter until end of turn.
Persuasive Captain doesn't untap as long as you control a permanent an opponent owns.
When Persuasive Captain enters the battlefield,
each player may search their library for a creature
card. Then each player puts that card onto the battlefield with a persuasion counter on it.
