Place a small round template so the center of it
is within 12" of the caster. The template counts
as Dangerous Terrain.
Enemy units that end a move within 12" of the template take a Panic test. Those that fail must FBIGO or flee directly away from the template. Those that pass gain Impetuous while remaining within 12" of the template.
