Phoenix can only block creatures with flying.
{u}{t}: Exile target non-flying attacking or blocking creature with power 5 or less. Return them to the battlefield under their owners control at the beginning of the next end step. If Phoenix is removed from the battlefield return all creatures exiled with Phoenix to the battlefield.
