Phoenix of the Wastes

Flying, haste.
When Phoenix of the Wastes enters the battlefield, it deals damage to target player equal to the number of wastes you control.
Whenever a waste enters the battlefield under your control, you may put Phoenix of the Wastes from your graveyard on top of your library.
