Phon Coast

When you planeswalk to Phon Coast and at the
beginning of your upkeep, put two bounty
counters on target creature.

When chaos ensues, if a creature dies this turn, each
of that permanents controller's opponents surveils X,
where X is equal to the number of bounty
counters that permanent had. (To surveil X, look
at the top X cards of your library. You may put that
any number of them in your graveyard and the rest
on the top of your library in any order.)
