Whenever an opponent mills a card you may pay {1}{u/b}, if you do exile one of those cards. You may
play that card for as long as it remains in exile and
use mana as though it were any color to cast it.
At the beginning of you up keep if Phorgough,
the Scoffer is in your commander zone each
opponent mills 1 card.
