When Plague-bringer enters the battlefield, distribute up to two -1/-1 counters between any
number of target creatures.
Whenever a creature with one or more -1/-1
counters on it dies, its controller creates a 1/1
Black Rat creature token for each -1/-1 counter
that was on that creature.
