Planewalker's Revoke

{2}{w}{u}: Target opponent reveals a card at
random from their hand. Counter target
spell unless its controller pays {x}, where X
is the converted mana cost of the revealed
card. If that player doesn't, they tap all lands
with mana abilities they control and lose
all unspent mana.
