Play for Suckers

Choose a permanent type. For each player, turn
up to one target permanent of the chosen type
that player controls face-down. They are
permanents of the chosen type with no other
characteristics. Assign control of each of the
face-down permanents to a different player who
controlled a permanent turned face-down this
way. At any time, any player who gained control
of a permanent this way may pay {3} to turn each
of the face-down permanents face-up.
