Player, Code Shifter

When Player, Code Shifter, enters the battlefield, return all other permanents to their owner's library. Then all players who had a permanent returned this way shuffle their libraries, draw cards equal to the amount of permanents they returned, and places all permanents drawn this way onto the battlefield. The rest go onto the bottom of the library in any order.
{3}{r}: Return target permanent to their owner's library, that player shuffles, then plays the top card of their library.
