Political Compromise

Starting with target opponent, each of you
may pay any amount of mana. Enact X,
where X is the difference in mana spent this
way. Each player gains X life. (Reveal the top
five cards of your library. Put an enchantment
card from among them into your hand or onto
the battlefield if it's a Law with converted mana cost X or less. Put the rest on the bottom of your library.)
