Political Discussion

Whenever a player casts a spell, if it's the first
spell that has been cast this turn, put a debate
counter on Political Discussion.
At the beginning of your end step, remove all
debate counters from Political Discussion. If no
counters were removed this way, each player
draws a card. Otherwise each player gains 1 life
for each counter removed this way.
Talk of politics is often hard to keep polite.
