Council's deliberation — At the beginning of your
upkeep, starting with you, each player may vote
for boon or bane. For each boon vote, draw a
card. For each bane vote, lose 1 life. Each player
who doesn't vote loses 1 life.
At the beginning of your end step, the player to
your left gains control of Political Squabble.
Alliances never last.
