Pomni, the Despairing

Whenever a player casts a spell they flip a coin.
If they lose Pomni deals 3 damage to them. If
they win they flip another coin. If they win
cascade. If they lose they shuffle it into their
library. Then they reveal the top card of their
library. They may play it without paying it's
mana cost.
