Potion of Permission enters the battlefield with
X permission counters on it.
{t}: Counter target noncreature spell unless it's
control pays {x}, where {x} is the number of
permission counters on Potion of Permission.
Remove a permission counter from Potion of
Permission.
When the last permission counter is removed
from Potion of Permission, exile it.
