Power or Provision

Council's Dilemma - Starting with you,
each player votes for power or provision.
Each opponent who votes for power places
two +1/+1 counters on target creature.
Each opponent who votes for provision searches their library for a basic land places
it onto the battlefield, then shuffles their library. You do those actions for each vote.
