the top of your library until you exile a nonland permanent with mana value X, where X is the
mana value of the permanent shuffled into its
owner's library. Until the end of turn, you may
cast that card without paying its mana cost. Then shuffle all other cards exiled by Praxil, Bedlam Chaplain into its owner's library.
