Pre-War Propaganda

If you would lose unspent mana except at the
end of turn, that mana becomes blue instead.
At the beginning of each player's untap step,
add {u} for each card in your hand up to six.
Whenever you cast a spell, you may pay {u}
and an additional {u} for each card in your
hand. If you do, surveil X, where X is the
number of cards in your hand, and draw a
card.
