X in mana is equal to 15 basic black lands
you control.
Other X in mana is equal to 15 basic green lands
you control.
As long as your commander is in the battlefield
and untapped, you may use all basic black and
basic green land cards opponents have in play to
draw mana from, you may tap them if they are
untapped when you use them. You may also untap
any that opponent had already tapped so as to use
the mana, therefore leaving it once again tapped.
