Proidean of Fate

At the beginning of every upkeep, flip a coin.
If heads, you may tap or untap one permanent
controlled by each player.
If tails, tap as many permanents you control
as there are players.
If you get 4 heads or tails consecutively
flipping in this manner each player chooses
a permanent they control and give control of
that permanent to another player.
