Starting with the player on your left each player reveals a creature from their hand. If they can't
they reveal their hand instead.
Will of the Council — Starting with you each
player votes for combat or execution. If execution
gets the most votes each player discards the
creature they revealed from their hand. If combat
gets the most votes or ties for the most votes each player puts the revealed creature onto the battlefield.
