Prophecy Dreams

Choose a player at random. Then, starting with
the chosen player, each player secretly votes for
a permanent the chosen player controls. The
chosen player sacrifices the permanent with the
most votes. If the votes are tied, make a pile
with each permanent that received a vote, then
chose a player at random. The chosen player
sacrifices permanents equal to the number of
cards in the pile, then gains control of the
permanents in the pile.
