Proportional Representation

Draw cards until you have as many cards as your opponent.
A system in government where seats in a party are won
in proportion based on the votes cast by the electorate in
favor of a particular party. It’s used in some cities in favor
of winner-take-all systems, because plurality systems are
prone to gerrymandering and the spoiler effect.
