Psychic Meltdown

The owner of target spell shuffles it into their library, then reveals cards from the top of their library until they reveal a nonland card. Psychic Meltdown deals damage to that player equal to that spell's mana cost. Then that player may cast the spell without paying it's mana cost. Shuffle the remaining cards back into their owner's library.
