All legendary &/or blue creatures you control

Public duel may only target creatures that meet
all of the following: toughness 4 or less, is not
an artifact.
Choose 1 creature you control and 1 creature you
do not control. These 2 creatures fight one
another.
A public duel, so all may see who is the better.
Who deserves to be in command,
and who deserves to die.
