Publican's Scale enters the battlefield tapped
unless you pay {1}.
Whenever an opponent puts a land into play
under their control, except for the first land they
play during their turn, it enters the battlefield
tapped and you create a Treasure token.
{t}: Add {c} or one mana of any color that a land
an opponent controls could produce.
