Pyrrhic Victory

Each player separates all nonland permanents they control into two piles and choose an opponent. That opponent chooses a pile. Exile all cards in the chosen piles. Then destroy all nonland permanents in the unchosen piles. Return all cards exiled this way to the battlefield with two -1/-1 counters at your opponents next end step.
